Under Newport News Code of Ordinances Ch. 33.02 (Site Regulations), Β§ 33.02-8, no person may cut down, destroy, remove, move, or otherwise damage trees on vacant, developed, or undeveloped property in a manner that changes existing contours until an approved site plan and/or erosion control plan has been reviewed and a land-disturbing permit has been issued by the Director of Planning.
