Spokane Tree Code SMC Chapter 12 requires a permit before removing, topping, or significantly pruning any tree in the public right-of-way or on city property, with replacement requirements for removed mature trees.
Under SMC Ch. 12.02, the City Forester regulates planting, maintenance, and removal of street trees in parking strips and other public ROW. Property owners abutting the strip must obtain a free permit from Urban Forestry before removing or pruning these trees, and topping is prohibited. Diseased or hazard trees may receive expedited approval. Replacement trees from an approved species list are typically required. On private property, mature heritage trees may also be regulated under Ch. 17E environmental standards if listed or in a critical area.
Unpermitted street tree removal carries fines up to $500 per tree plus restitution equal to appraised tree value, often several hundred to several thousand dollars per mature tree.
