Article 3.09 (Landscaping) sets Katy's tree replacement standards for development. Existing trees with a 3-inch or greater caliper, measured 12 inches above grade, that are salvaged and protected during construction count toward landscaping requirements. If living trees must be removed as part of development or enlargement, two trees must be planted as a replacement for each tree removed. After installation, landowners must maintain landscaping in healthy condition; any plant or tree that dies must be replaced with another living plant compatible with the approved landscape plan within 60 days after notification by the building official, with up to a 30-day extension if weather prevents planting.
Failure to provide 2:1 replacement or to replace dead plantings within 60 days can trigger code-enforcement citations, certificate-of-occupancy holds, and continuing daily fines.
