When protected trees are removed in Richmond, replacement trees must be planted within 30 days based on the diameter of the tree removed, with up to five replacements required per large tree.
Section 4.4.206 of the Richmond Unified Development Ordinance sets replacement standards using 3-inch caliper trees. Removing a tree up to 10 inches in diameter requires one replacement, 10 to 15 inches requires two, 15 to 19 inches requires three, and any tree 19 inches or larger requires five replacement trees. All replacement plantings must be installed within 30 days of removal. Properly relocated trees that survive transplanting by a certified arborist are not subject to replacement. Section 4.4.205 separately prohibits clear-cutting unless no reasonable design alternative exists, with limited removal allowed within building footprints, sight triangles, recreation areas, stormwater facilities, and utility easements.
