Richmond requires the finished side of any fence to face outward toward neighbors and the right-of-way, and forbids placing a fence outside surveyed lot lines or on public land without approval.
Section 5.2.101.B.4 of the Richmond UDC states that the finished side of all fences shall face outward, with posts and supports faced inward toward the owner's lot. Fences must be built inside surveyed lot lines, may not be placed on public land without specific prior approval of the public entity, and may not significantly obstruct the view of a principal building's front facade from the right-of-way. Fences cannot materially damage adjacent property by blocking views, sunlight, or ventilation, and they cannot obstruct the flow of water in natural drainage courses or easements.
Improper orientation, encroachment beyond lot lines, or interference with drainage can trigger code enforcement, ordered removal, and civil disputes with neighbors.
