Richmond requires durable fence materials and bans scrap lumber, plywood, sheet metal, plastic, fiberglass, barbed wire, welded wire, agricultural fencing, and chicken wire on residential lots.
Section 5.2.101.B.4 of the UDC limits residential fence materials to weather-resistant wood species, split rail, EPA-approved treated wood, painted wood, ornamental iron, powder-coated aluminum, steel tubular, brick, stone, and masonry. Prohibited materials include scrap lumber, plywood, tree branches, tree trunks, sheet metal, plastic, fiberglass sheets, barbed wire, spikes, nails, sharp points, welded wire, agricultural fencing, and chicken wire. Chain link fences, with or without slats, are only allowed in interior side and rear yards that do not abut and are not visible from a street right-of-way. Open picket fences in front or street side yards must be at least 40 percent transparent.
Use of prohibited materials results in code enforcement citations, removal orders, and required replacement with conforming materials.
