Richmond designates protected trees as those 19 inches or larger in diameter, along with smaller trees in historic districts and approved landscape plantings. These trees receive heightened preservation review.
Per Section 4.4.203 of the Richmond Unified Development Ordinance, protected trees include any tree measuring 19 inches or greater in diameter, equivalent to about 60 inches in circumference, plus trees of 8 inches or larger located on historic landmarks or within Historic District zoning. Trees shown on approved landscape plans that fulfill buffering or landscaping requirements are also protected. Developments must, where practicable, preserve existing tree stands within designated open spaces. Removal of trees in this protected category triggers Planning and Zoning Commission approval and replacement obligations.
Removing or damaging a protected tree without authorization, failing to preserve required tree stands, or harming trees in historic districts violates the ordinance.
