Richmond requires a fence permit for new construction, replacement with different materials, height changes, reconfiguration, driveway gates, and any fence eight feet or taller under UDC Section 6.3.311.
Section 6.3.311 of the Unified Development Ordinance requires a fence permit when a fence is built or substantially improved, when any portion is replaced with different materials or colors, when the fence is reconfigured, when its height is changed, when a driveway gate is added on the front or street side, or when the fence reaches eight feet or more. A separate fence permit is not needed if the fence was already approved as part of a Site Development Plan or Building Permit. The Building Official issues the permit after the Code Official confirms compliance with Section 5.2.101.
Constructing without a required permit can result in stop-work orders, citations, mandated removal, and additional fees to bring work into compliance.
