Twain Harte CSD operates the local distribution system that serves the CDP. Customers who notice continuous meter spin, wet spots near service lines, or geysering hydrants should call the CSD's 24-hour line. The district often issues leak adjustment credits when a customer repairs a hidden leak, presents a plumber invoice, and applies within 60 days. State law under SWRCB emergency rules also requires customers to fix leaks within a reasonable period once notified. Vacation cabin owners are particularly affected because leaks often run undetected for weeks during winter when the property is unoccupied.
Unrepaired customer-side leaks can trigger water shutoff; failure to repair after notice is also a state-law violation under emergency conservation rules.
