The county cannot zone carports. In the City of Galveston, a detached carport is an accessory structure and must meet the Sec. 3.305 setbacks: 3 feet from side and rear lines (0 to an alley) and 6 feet from any habitable structure.
Texas counties have no zoning power, so unincorporated Galveston County sets no carport ordinance. In the City of Galveston, the LDR definition lists detached residential garages and carports as accessory structures, so a carport follows the accessory-structure setbacks in Sec. 3.305 and requires a building permit. In wind-borne-debris coastal zones, carports must also meet International Building Code wind-load and anchoring standards. League City and Texas City apply their own carport standards.
Erecting a carport inside a required setback or without a city permit is a code violation subject to correction orders and daily municipal fines; coastal wind-load failures can void permits.
