Carports in the City of Waco are regulated as accessory structures under Chapter 28 (Zoning), Article V Supplementary District Regulations, with key standards in Sec. 28-906 (Accessory structures and uses) and Sec. 28-926 (Conditions for permission). A carport located in a side or rear yard must sit no closer than 2 feet to a side or rear lot line, no closer than 5 feet to any principal dwelling or dwelling unit on an adjacent lot, and - when entered from an alley - no closer than 10 feet from the rear lot line so vehicles can clear the alley. Other detached accessory structures (garages, sheds, storage buildings) carry a stricter 3-foot side/rear lot line setback and must be at least 5 feet from the main dwelling on the same lot. Collectively, accessory structures may not cover more than 30 percent of the rear yard area (Sec. 28-926). Front yard carports are not allowed by right and would require a Zoning Board of Adjustment variance. A building permit from City of Waco Inspection Services is required to construct or add an accessory structure (including a carport) at a single-family residence; electrical work for lighting or EV charging triggers separate trade permits. Carports must use the same setbacks even when the principal dwelling is in a R-1 district where principal structures over 25 feet trigger increased side and rear yards.
Building a carport closer than 2 ft to a lot line, encroaching the alley setback, exceeding the 30% rear-yard coverage cap, or skipping the building permit can result in stop-work orders, code enforcement citations, and an order to remove or relocate the structure. Setback violations also surface during real estate inspections and can block resale or refinancing.
