The City of Santa Barbara allows an existing garage to be converted into an ADU or JADU under Municipal Code 30.185.040. No setback is required to convert legally permitted floor area, and the garage parking spaces that are removed need not be replaced. Converted garage doors must be replaced with matching wall, windows, or doors.
Garage conversions in the City are handled mainly through the ADU ordinance, Municipal Code Section 30.185.040. An ADU may be incorporated entirely within an existing accessory building, including a garage, and a JADU may be created within an attached garage as long as it stays within the existing floor area. A converted ADU contained entirely within an existing primary residence or accessory building is not limited by the size formulas, except that it may not exceed the footprint of the existing structure, and the conversion ADU has a 150 sq ft minimum and must meet the efficiency-unit definition. No setback is required to convert existing, legally permitted floor area of a main or accessory building to an ADU (Section 30.185.040.G.5.b). Critically for parking, when an existing garage, carport, or covered parking structure is converted to an ADU or demolished to build one, those off-street spaces for the existing residence are not required to be replaced (Section 30.185.040.J.1). Architectural standards apply: if a garage is converted, the garage door opening must be replaced with exterior wall coverings or residential windows and doors that match the existing garage wall covering and detailing (Section 30.185.040.H.5). Conversions are reviewed ministerially, but discretionary design review can apply for historic resources. A building permit is always required. These provisions implement and in places exceed California ADU law's protections for conversions.
