Doylestown Borough Chapter 2 (Animals) defines a dog as 'at large' when on any public highway, street, alley, park, or other public land, or upon another person's property without permission, and not controlled by a leash not exceeding 6 feet. Restraint means being secured by leash or chain (max 6 feet), restricted to a building, owner's private property, transportation carrier, cage, or vehicle. Borough police are authorized to seize any animal running at large whose fines are unpaid and detain the animal for up to 5 days without a current license tag or 10 days with a current tag. Under PA Dog Law (3 P.S. Β§459-101+), all dogs 3 months and older must have an annual license. Cruelty to animals is unlawful within the Borough.
