Jurupa Valley, CA Animal Ordinances: Livestock (2026)

Ordinance 348 sets base standards for livestock. In agricultural zones (A-1, A-2, A-P), large livestock (horses, cattle) are permitted typically at one animal per acre with structures set back at least 40-50 feet from adjoining dwellings. In R-A and R-R zones, horse-keeping is commonly allowed on parcels 20,000 sq ft (roughly 0.5 acre) or larger for one horse, with one additional horse per additional 20,000 sq ft. Sheep, goats, and alpacas follow similar density formulas at reduced setbacks. Boarding stables, riding academies, and commercial livestock operations require Conditional Use Permits. Manure must be managed to prevent runoff under Ord. 555 (stormwater); composting areas typically must be set back 50 feet from neighbors. Fly and odor complaints are handled through Ord. 725 nuisance procedures. In the Wine Country Policy Area (Temecula-Aguanga foothills), specific-plan overlays preserve rural equestrian character. Livestock on riparian areas near blue-line streams is subject to Regional Water Board fencing and exclusion requirements for riparian protection.
