Maple Grove City Code Sec. 6-30 confines livestock to the R-A agricultural district and the R-1 district, using an animal-unit-per-acre schedule. Hogs (including potbellied pigs), sheep, goats, and horses are only allowed on larger R-1 and R-A lots; the R-2 through R-5 residential districts permit only traditional house pets.
Livestock keeping is governed by the zoning-based schedule in Sec. 6-30. In the R-A district, land of ten acres or more is exempt from the animal-unit limits, while smaller R-A land is held to no more than one animal unit per acre under a posted schedule. In the R-1 district, hoofed livestock appears only at larger lot sizes: at least 1.5 acres but less than two acres, the schedule allows hogs (including potbellied pigs) at one head per quarter animal unit and sheep or goats at the same rate, alongside fowl and small animals. Horses have an additional standard in Sec. 6-28: no single horse, colt, or pony may be kept in an area smaller than one undivided acre. Section 6-30(g) limits the R-2, R-3, R-4 and R-5 districts to animals "commonly known as traditional house pets which would normally be housed in the residences of their owners," which excludes farm livestock. Where animals are permitted, Sec. 6-28 requires fencing to keep roaming or grazing animals on the owner's property, bars pollution of public water, and requires clean, sanitary premises free of rodents and insects. Minnesota cruelty statutes (Minn. Stat. 343.20 to 343.36) are adopted by reference in Sec. 6-28(a).
Keeping livestock outside the permitted R-A and R-1 districts, or above the animal-unit-per-acre limits, violates Sec. 6-30. Inadequate fencing, water pollution, or unsanitary conditions violate Sec. 6-28. Enforcement is by the city under Chapter 6's penalty provisions.
