Maple Grove only allows chickens and other fowl in the R-A district and in R-1 districts on lots of at least one acre, governed by an animal-unit-per-acre schedule in City Code Sec. 6-30. Chickens are not permitted in the R-2 through R-5 single-family and multi-family districts.
Chickens fall under Sec. 6-30, "Animal restrictions applicable to specific zoning districts." The code permits poultry and fowl only in the R-A agricultural district and in the R-1 district, and only by an animal-unit schedule tied to lot size. In R-1, a lot of at least one acre but less than 1.5 acres may keep up to six head of larger poultry/fowl (or 12 head of pigeon-sized-or-smaller birds), each counting as one-half animal unit; larger R-1 and R-A lots allow more under the schedule. Section 6-30(g) limits the R-2, R-3, R-4 and R-5 districts to traditional house pets normally housed indoors, which excludes chickens. A 2021 city planning memo confirms this directly: "Maple Grove City Code allows the keeping of chickens in the R-A zoning district and in the R-1 zoning districts on lots of 1 acre or more in size. Chickens are not permitted on smaller single-family lots that make up the R-2 zoning district." Where fowl are permitted, Sec. 6-28(c) requires suitable fencing in R-A and R-1 to keep roaming or grazing animals on the owner's property, and Sec. 6-28 requires clean, sanitary conditions. Third-party sites cite a $25 permit and a 20-foot coop setback, but those figures could not be confirmed in the City Code text reviewed and should be verified with the city.
Keeping chickens on a lot that does not meet the zoning and acreage requirements of Sec. 6-30 is a violation. The city's police department and community service officers respond to chicken complaints and have issued citations to repeat offenders in unpermitted areas.
