Maple Grove City Code Sec. 6-22 prohibits dogs and cats from running at large. A dog is "under restraint" only when on a leash of six feet or less, a reel-type leash, an electronic control collar, inside a vehicle, or within the owner's own property limits.
Maple Grove's animal rules sit in Chapter 6 of the City Code. Section 6-22 makes it unlawful for an owner to allow a dog or cat to be "at large," and the code states it is no defense that the owner took unsuccessful steps to keep the animal under restraint. "At large" is defined in Sec. 6-1 as being on public streets, alleys, other public places, or the private property of others when the animal is not under restraint. The same definitions section spells out what counts as restraint: the animal must be controlled by a leash not exceeding six feet in length, by a reel-type leash, or by an electronic control collar; or be inside a parked or moving vehicle; or be within the property limits of its owner. In city parks, Sec. 6-27 repeats the six-foot leash limit and bars running pets at large; pets are only allowed on park trails and in parking lots, must carry a current rabies vaccination, and owners must carry equipment to remove and dispose of fecal material. The code does not name any official off-leash dog park in the chapter text reviewed.
Allowing a dog at large or off-leash where restraint is required is a City Code violation enforced by community service officers, who may impound stray animals (Sec. 6-22). Repeat violations (more than twice in 12 months) can be declared a nuisance under Sec. 6-23.
