Political (noncommercial) signs are governed mainly by Minnesota Statutes section 211B.045. During the election season, all noncommercial signs of any size may be posted in any number from 46 days before the state primary until 10 days after the general election. Maple Grove may regulate the size and number of noncommercial signs only at other times.
In Minnesota, residential political and campaign signs are protected by state law. Minnesota Statutes section 211B.045 provides that all noncommercial signs of any size may be posted in any number beginning 46 days before the state primary in a state general election year and ending ten days after the state general election. During that statutory window, a city cannot limit the size or number of yard signs that carry a noncommercial (including political) message. Outside that window, the statute allows municipal ordinances to regulate the size and number of noncommercial signs. Maple Grove's sign ordinance, Chapter 24, governs signs generally, including placement rules, but the state statute controls the protected election period. Practical guidance that follows from both the statute and Chapter 24: keep signs on your own private property (not in the public right-of-way), avoid blocking sightlines at intersections and driveways, and do not attach signs to utility poles, traffic signs, or trees. Signs in the public right-of-way that are not governmental signs may be removed by the city under Chapter 24's right-of-way rules. Placing political signs in the public right-of-way, on utility poles or traffic-control devices, or in a way that obstructs traffic visibility can result in removal of the sign by the city; outside the protected election window, signs exceeding any size or number limits the city sets by ordinance may also be cited.
