MN Stat 211B.045 preempts local regulation of noncommercial political signs on private property from 46 days before the state primary through 10 days after the general election.
Under MN Stat 211B.045, during the protected election window beginning 46 days before the state primary and ending 10 days after the general election, cities may not enforce size, number, or duration limits on noncommercial political signs placed on private property with the occupant's consent. Outside that window, Minneapolis sign code applies to temporary signs: generally limits on total area, placement outside the public right-of-way, and no signs on public property, utility poles, or trees. Signs may not obstruct sight triangles at intersections or driveway visibility. Signs in the public right-of-way (boulevards, medians) are prohibited at all times and may be removed by the city.
Signs in the right-of-way are removed without notice. Outside the protected window, code violations carry administrative citations. Sight-triangle violations are abated immediately.
