City Code Chapter 26 governs solid waste; Sec. 26-34 makes it unlawful to collect, haul or convey recyclable materials, organic recyclables or yard waste from any premises in the city, other than from one's own home or business, without a valid license, and each vehicle and hauler must be licensed. The licensing provisions of Article IV of Chapter 26 apply to these activities. This city licensing approach is consistent with Minn. Stat. 115A.93, under which cities may license mixed municipal solid waste collectors and charges must increase with volume or weight without penalizing recyclers. Curbside recycling differs from garbage: it is handled citywide every other week by a single contracted independent contractor, Republic Services, coordinated through the city's Engineering Department.
Hauling refuse, recyclables or yard waste for others within the city without a valid Chapter 26 license is unlawful. Hauler licensing, vehicle requirements and enforcement are governed by Article IV of Chapter 26.
