Full Breakdown
Every mobile refuse container (MRC) and other approved container must be at the designated solid waste collection point (SWCP) by 6:00 a.m. on collection day. For curbside SWCPs, carts cannot go out before 7:00 a.m. the day before pickup and must come back in by 7:00 a.m. the day after, they can't just sit visible in the front yard. Residents must also clear over two inches of snow from the SWCP and a 36-inch path to the alley or street so crews can reach it on collection day.
Violations & Fines
Public Works can perform cart removal or snow clearance itself when a resident violates the placement, removal, or access timing rules, then bills a service charge to the utility account under § 225.680(f).
