Full Breakdown
Minneapolis Code of Ordinances § 225.680 sets the clock on garbage carts: every mobile refuse container (MRC) must be at the designated solid waste collection point (SWCP) by 6:00 a.m. on collection day. For carts at a curbside SWCP, the container can't go out before 7:00 a.m. the day before collection, and it must come back off the front yard (out of view from the curb) by 7:00 a.m. the day after, unless the property has an approved off-curb SWCP under § 225.670(c). Section 225.580 separately requires every container to be metal or approved plastic with a tight cover, in good repair, and not blocking a neighbor's curb cut or garage.
Violations & Fines
A service charge is added to the utility bill under § 225.680(f) when the director of public works has to correct a placement, timing, or obstruction violation; a defective container must be replaced on notice from the director of public works under § 225.580.
