LMC 8-1.11 sets household animal limits. Households lawfully over the limit before the ordinance took effect are grandfathered but cannot add animals (8-1.11 c). Anyone exceeding the maximum, or running a cattery, kennel, or rescue, must obtain a special animal permit under LMC 8-1.47, subject to zoning, fees, and inspection. Dogs over four months must be licensed.
Keeping animals over the LMC 8-1.11 limit without a special animal permit is a municipal code violation. Animal Control may require reducing the count and cite the keeper with administrative fines; a permit can be suspended or revoked for violations.
