LMC 8-1.13 makes it unlawful to own, possess, or control any wild, exotic, dangerous, non-domestic, or venomous animal, referencing Health and Safety Code 121775 et seq. and Fish and Game Code 2166 et seq. Selling or purchasing such animals is also barred, except for shelters, zoos, veterinary hospitals, or licensed educational facilities with adequate safeguards (8-1.13 b). Protected species under the California Endangered Species Act are prohibited (8-1.13 c). This layers on the statewide scheme: 14 CCR 671 and Fish and Game Code 2118 bar possessing many wild animals (big cats, primates, most venomous reptiles) without a rarely issued state permit, and ferrets are illegal statewide. Ordinary pets, caged birds, fish, and pet snakes within the 8-1.11 limits are unaffected.
Keeping a prohibited wild or exotic animal is enforced by Lynwood Animal Control and, for restricted species, the California Department of Fish and Wildlife. Animals may be seized and impounded (LMC 8-1.13); state restricted-species violations can be charged as misdemeanors.
