New Orleans sets no strict cap on how many spayed/neutered dogs or cats a household may keep, but every intact (unsterilized) dog needs an Intact Dog Permit, and the LA/SPCA issues these for up to four dogs per applicant. Larger numbers or breeding raise kennel and nuisance concerns.
City Code Ch. 18 focuses on licensing, vaccination, and sterilization rather than a flat household pet limit. Intact dogs must have an Intact Dog Permit from the LA/SPCA (the contracted animal-control agency), and applications cover up to four dogs per applicant; sterilized pets do not need this permit. All dogs and cats must be vaccinated and confined per Ch. 18. Keeping large numbers of animals that create noise, odor, or sanitation problems can be abated as a nuisance and can cross into animal-hoarding or kennel-permit territory.
Keeping an unpermitted intact dog violates Ch. 18 and carries fines. Excessive animals causing nuisance conditions may be seized by the LA/SPCA and prosecuted, with sterilization or removal ordered.
