In New Orleans (Orleans Parish), dogs must be confined to the owner's property or kept on a leash no longer than six feet and accompanied by their owner. A dog off-leash off the owner's property is "at large" and subject to impoundment by the LA/SPCA.
City Code Ch. 18 requires cats and dogs to be confined. A licensed, vaccinated dog may go outside its enclosure only under a secure leash with its owner or keeper, and may not trespass on public or private property. City Park's "NOLA Bark" and other designated off-leash dog parks are exempt. A dog not within its owner's home, yard, pen, enclosure, or automobile, and not tethered to the property or on a leash six feet or shorter, is "at large." The LA/SPCA is the city's contracted animal-control agency and impounds at-large dogs.
At-large dogs are impounded by the LA/SPCA; owners pay impound, boarding, and reclaim fees plus municipal fines. Repeat or aggressive at-large cases can trigger dangerous-dog proceedings.
