Oakland County is in Michigan's Lower Peninsula, where the Michigan Natural Resources Commission's Wildlife Conservation Order bans baiting and feeding of deer and elk year-round (in effect since January 31, 2019) to control Chronic Wasting Disease.
Under Wildlife Conservation Order §3.100 and §3.100a, no person may place or maintain bait for deer hunting, and no person may feed deer or elk for any purpose, anywhere in the Lower Peninsula including all of Oakland County. 'Bait' includes grains, minerals (salt blocks), fruits, vegetables, hay, and other food materials used as an aid in hunting. 'Feed' is the same materials placed to attract deer for any non-hunting reason. Limited exceptions: hunters with disabilities qualifying for the Liberty/Independence Hunts may use up to 2 gallons of bait during those specific seasons; food plots planted in soil are exempt; bird feeders are exempt if positioned to prevent deer access. The City of Southfield (Oakland County) enacted Ordinance No. 1748 in March 2022 adding a city-level ban: no person shall place grain, fruit, vegetables, nuts, or hay less than 5 feet above ground unless screened from deer access, with bird-feeder and seasonal-decoration exceptions Sept. 1 to Dec. 31.
Unlawful baiting (WCO §3.100(7)): up to 90 days jail and $50 to $500 fine. Taking a deer over bait: $200 to $1,000 plus restitution, plus loss of hunting privileges for that season + 3 calendar years. Southfield ordinance: civil infraction.
