Oakland County's Animal Control Division enforces the Michigan Dog Law of 1919 (MCL Act 339) and responds to cruelty calls, but chickens and other livestock are regulated municipally. Communities such as Ferndale, Royal Oak, Madison Heights, Pontiac, Rochester Hills, Southfield, and Troy permit hens (typically 3 to 12 birds) with permit and setback requirements, while Birmingham, Bloomfield Hills, Huntington Woods, Oak Park, and Rochester prohibit them. Roosters are widely banned even in chicken-friendly communities. Slaughter on residential property is generally prohibited. Lot-size minimums (often 1 acre for livestock) and setbacks from property lines (commonly 5 to 50 feet) are the most common limiting factors. Michigan's Right to Farm Act (MCL 286.471 et seq.) provides limited preemption only for commercial farms on properly zoned land — backyard hobby flocks generally do not qualify.
