56 RCNY 1-04(e) prohibits feeding any animal (except authorized dogs) in NYC parks. NYC Health Code 161.15 prohibits feeding animals in a manner that creates a nuisance or attracts vermin. Staten Island has significant deer population (Mid-Island greenbelt) and feeding deer is prohibited under NY ECL 11-0505. Feeding feral cats is allowed under TNR protocols registered with NYC ACC.
