Suffolk has no standalone feeding ordinance, but Virginia law prohibits feeding deer and elk statewide from September 1 through the first Saturday in January, during hunting season, and year-round in disease-management areas. Rule 4VAC15-40-285.
Suffolk does not have a dedicated wildlife-feeding ordinance, so the controlling rules come from the Virginia Department of Wildlife Resources. Under 4VAC15-40-285, it is unlawful to place or distribute food, salt, minerals, or similar substances to feed or attract deer and elk from September 1 through the first Saturday in January statewide, during any open deer or elk hunting season, and year-round in counties within 25 miles of a confirmed Chronic Wasting Disease detection. The department also prohibits intentionally feeding black bears, because it habituates them to people. Feeding wildlife that creates a nuisance can additionally be addressed under Suffolk's general property and nuisance rules.
Feeding deer during the closed period or in a restricted area violates state wildlife regulations enforced by Virginia Department of Wildlife Resources conservation police, and carries misdemeanor penalties.
