New elevator installations in unincorporated LA County require building permits from the Department of Public Works and must comply with the California Building Code and ASME A17.1 Safety Code for Elevators. Monthly maintenance by a certified elevator mechanic is required. Emergency telephone or communication devices must be operable in all elevator cars. Fire service recall systems must be tested quarterly. Modernization of existing elevators must comply with ASME A17.3 for existing installations.
Operating without a valid permit: up to $70,000 fine. Safety deficiencies found during inspection result in orders to correct. Failure to maintain elevators may result in civil penalties of $7,000 per violation and potential shutdown.
