All residential buildings built before 1978 may contain lead-based paint. LA County's Childhood Lead Poisoning Prevention Program (CLPPP) investigates elevated blood lead levels in children and orders environmental assessments of homes. Property sellers and landlords must disclose known lead hazards using EPA Form LBP-0001. Rental properties must provide the EPA pamphlet 'Protect Your Family From Lead in Your Home' to tenants. LA County also receives HUD Lead Hazard Control grants for remediation assistance in qualifying homes in unincorporated areas.
Federal EPA violations carry fines up to $37,500 per day. State violations under HSC §17920.10 may result in code enforcement orders. Failure to disclose lead hazards carries civil liability for damages and treble damages in some cases.
