That proposed standard read: 'The maximum number of persons, including the host or hosts, who may occupy and/or stay at the short-term rental unit at one time shall be limited to two (2) persons per bedroom, plus two (2). This determination shall be inclusive of children. Lofts that meet California Building Code egress requirements are considered a bedroom for the purposes of determining occupancy limit. In no event may the maximum number of persons exceed sixteen (16) persons at any time.' The proposal also would have limited each unit to the host's primary residence, capped use at 120 days per year, and barred booking to more than two groups of guests on any date. None of these limits are currently in effect because the licensing ordinance was not adopted.
There is no STR occupancy citation because STRs themselves are prohibited; operating one is a zoning violation enforceable by Burbank Code Enforcement (818-238-5225) regardless of how many guests stay.
