These deference clauses reflect that on-road vehicle exhaust and operation are largely governed by the California Vehicle Code (for example, Vehicle Code section 27150 et seq. on adequate mufflers), so Burbank's local rules fill gaps for stationary, off-road, and residential-area conduct.
