Burbank, CA Noise Ordinances: Barking Dogs (2026)

Burbank Municipal Code Section 9-3-207 (Animals and Fowl), within the Special Noise Sources division of the noise article, provides that 'No person shall keep or maintain upon any premises owned, occupied or controlled by him any animal or fowl which, by any sound, cry or behavior, shall cause discomfort or annoyance to a reasonable person of normal sensitiveness in any residential area,' and expressly states that 'A violation of this section shall constitute an infraction.' Unlike the mechanical-equipment provisions, this section uses a reasonable-person nuisance standard rather than a decibel threshold, so persistent barking, crowing, or other animal noise can be cited regardless of measured sound level. Repeated or willful animal noise may also be reached under the general catch-all in Section 9-3-223 (loud, unnecessary or unusual noise disturbing a neighborhood), which considers the time of day, duration, and whether the noise is recurrent or intermittent.
