Federal Title X of the Housing and Community Development Act (Lead-Based Paint Hazard Reduction Act) governs lead paint in homes built before 1978, when residential lead paint was banned. Under EPA RRP Rule (40 CFR Part 745 Subpart E), contractors performing renovation, repair, or painting work disturbing more than 6 square feet of interior painted surface or 20 square feet exterior must be EPA-certified, use lead-safe work practices, provide the Renovate Right pamphlet to owners/occupants, and document cleaning verification. Rental property owners must disclose known lead hazards to tenants under 42 USC 4852d. Pre-1978 homes sold or rented trigger the Lead Disclosure Rule with required EPA pamphlet and disclosure form.
