Collin County Development Services does not issue scaffold permits for unincorporated construction. Incorporated cities such as Plano, Frisco, McKinney, and Allen adopt the 2021 International Building Code which references OSHA scaffold standards for commercial work. Residential scaffold use over 10 feet requires guardrails, toeboards, and a competent person inspection per OSHA 1926.451. Texas has no state scaffold licensing scheme; enforcement flows through OSHA complaints and city building inspectors on permitted work.
OSHA citations for serious scaffold violations run $16,131 per item (2024 adjustment). City stop-work orders issued for unsafe scaffolding on permitted projects until corrections made.
