Following the 2016 passage of California Proposition 64 (Adult Use of Marijuana Act), Moorpark adopted a comprehensive ban on commercial cannabis businesses. The Moorpark Municipal Code expressly prohibits storefront and non-storefront retail, cultivation, manufacturing, distribution, microbusiness, testing, and event licenses anywhere in the city. State law lets cities ban commercial activity entirely under Business and Professions Code Section 26200. Moorpark joins the majority of Ventura County jurisdictions that have opted out. The ban does not affect personal possession or limited indoor home cultivation, which California protects statewide. Delivery from licensed operators in other cities is permitted under Bureau of Cannabis Control regulations.
