Full Breakdown
California Proposition 64 protects personal cultivation of up to six plants per residence regardless of how many adults live there. Moorpark, like most Ventura County cities, requires that all cultivation happen indoors or inside a fully enclosed accessory structure. Outdoor cultivation visible from any public place or neighboring property is prohibited. Plants and harvested cannabis must be kept in a locked space inaccessible to minors. Tenants need landlord permission. Excess production beyond personal use cannot be sold without a state license. Odor must not constitute a nuisance to neighbors under Moorpark's general nuisance code.
Violations & Fines
Outdoor cultivation, exceeding six plants, or unlocked storage accessible to minors brings code enforcement citations, plant abatement at owner expense, and potential state criminal charges.
