Thousand Oaks requires personal cultivation occur indoors within a fully enclosed, secure structure, not visible from public rights-of-way, with adequate ventilation to prevent odor nuisance to neighbors. Outdoor cultivation is prohibited. The six-plant cap applies per residence regardless of how many adults live there. Sale of any home-grown cannabis remains illegal without state commercial licenses.
Exceeding six plants or growing outdoors triggers infractions starting around two hundred fifty dollars. Sale of home-grown cannabis is a misdemeanor under state law with possible jail time.
