Adults 21 and older may grow up to six cannabis plants per household indoors in Thousand Oaks under California Proposition 64. Outdoor cultivation is prohibited by city ordinance. All plants must be in a locked, enclosed space not visible from public areas.
Under California Health and Safety Code Section 11362.2 (Proposition 64), adults 21 and older may cultivate up to six cannabis plants per household for personal use. Thousand Oaks has exercised its local authority to prohibit outdoor cannabis cultivation. All plants must be grown indoors in a fully enclosed, locked space such as a closet, room, or greenhouse that is not visible or accessible to the public. The growing area must comply with building and electrical codes. Residential grows must not create nuisance odors detectable beyond the property line. Cannabis cultivation remains illegal under federal law. Landlords and HOAs may prohibit cultivation on their properties. Medical patients with valid recommendations have the same six-plant household limit.
Outdoor cultivation violations are misdemeanors under the city ordinance. Growing more than six plants without a state license is a criminal offense. Nuisance odors from cultivation may trigger code enforcement action.
