Under California Health & Safety Code Β§11362.2 (Proposition 64), adults 21 and older may cultivate up to 6 cannabis plants per residence in Santa Paula. Plants must be grown in a private residence or on the grounds of a private residence in a locked space not visible from a public place. Indoor cultivation is preferred β outdoor plants must be in a secure, enclosed area (locked greenhouse or fenced area with locked gate). The 6-plant limit is per household, not per person. Landlords may prohibit cultivation by tenants. Cultivation must not create nuisance conditions (odor, noise from ventilation equipment, excessive water use). Santa Paula has not adopted additional local cultivation restrictions beyond state law. Medical patients with a physician's recommendation may grow larger quantities under Proposition 215 with a county ID card.
Exceeding 6 plants is a misdemeanor for adults (infraction for 6+ plants, misdemeanor for more than 6 plants with intent to sell). Cultivation visible from public spaces or not in a secured area may result in code enforcement action. Odor complaints may trigger nuisance abatement. Cultivation by minors is a criminal offense.
