OC cities such as Newport Beach, Anaheim, and county unincorporated areas may not block licensed deliveries, though they may impose reasonable rules on delivery vehicle parking, hours, and signage. Customers must be 21+ and present valid ID; orders cap at $10,000 in retail value per vehicle at any time.
Unlicensed delivery is a misdemeanor with fines up to $1,000 and six months jail; licensed delivery violations are enforced by DCC with permit suspension and civil fines up to $30,000.
