Licensed cannabis retailers may deliver adult-use marijuana to customers within Wayne County only when the destination municipality permits delivery and the licensee follows CRA rules on transport, age verification, and packaging.
The Cannabis Regulatory Agency authorizes home delivery only to addresses inside opt-in municipalities. A Wayne County resident in Livonia, which has opted out, generally cannot receive licensed delivery, while a Detroit resident can. Drivers must carry a state agent ID, verify customer ID at the door, transport product in tamper-evident packaging, and follow CRA route and inventory rules under R 420.504. Daily purchase caps apply (2.5 ounces of flower equivalent per transaction). Local ordinances may further restrict delivery hours and unattended drop-offs. Unlicensed home delivery and sales are felonies under state law.
Delivering to opt-out municipalities, exceeding daily purchase limits, or transporting product in non-compliant packaging can lead to CRA fines and license suspension.
