Cities cannot ban personal cultivation but may regulate odor, electrical safety, and structural modifications under neutral codes. Selling home-grown cannabis remains illegal.
Exceeding plant limits, growing in view of the public, or distributing home-grown cannabis can result in civil fines for first violations and felony charges for sale or large-scale cultivation.
