Qualifying medical cannabis patients on the state authorization database may grow limited plants under RCW 69.51A, with cooperative grows of up to four patients permitted. King County mirrors state law in unincorporated areas; cities including Seattle follow the same statewide framework. Possession of recreational plants by adults without medical authorization remains a misdemeanor.
Unlicensed cultivation can result in misdemeanor or felony charges depending on plant count, civil forfeiture of equipment, and tax liability. Landlords may also evict tenants for lease violations.
