Kent took a restrictive approach to commercial cannabis following the passage of Initiative 502, initially adopting a moratorium in 2013-2014 and later extending prohibitions on new cannabis retail, production, and processing uses through Kent City Code 15.08 (Zoning). As of 2025, Kent does not allow new marijuana retail, production, or processing facilities within city limits, joining many South King County cities that have used local land-use authority preserved by the WSLCB to opt out of new cannabis business licensing. Existing state-licensed retailers who were operating in Kent before the ban (if any remain) may continue as legal non-conforming uses under KCC 15.08.400 provided they maintain continuous operation and state licensure. State law requires a 1,000-foot buffer between any cannabis retailer and schools, playgrounds, recreation centers, child care centers, public parks, public transit centers, libraries, and arcades under RCW 69.50.331, which significantly limits where a dispensary could be located even if Kent's ban were lifted. Medical cannabis patients and adult recreational users in Kent can shop at licensed retailers in neighboring jurisdictions such as Auburn, Tukwila, SeaTac, and Renton that permit retail. Delivery of cannabis products is not currently authorized in Washington except for limited medical patient delivery in licensed systems. Operating an unlicensed cannabis retail, processing, or production business in Kent is both a state felony under RCW 69.50.401 and a zoning violation under KCC 15.08 subject to daily civil penalties and closure.
