NYC 311 serves as a centralized intake and routing hub for complaints and service requests across multiple agencies. When a complaint is filed, a service request is created, categorized by issue type, and assigned a priority level. Different agencies handle different types of violations: HPD handles housing conditions like heat, hot water, leaks, mold, and pests in residential buildings; DOB handles structural safety, illegal conversions, unpermitted construction, and facade problems; FDNY handles blocked exits, missing sprinklers, and fire safety violations; and DSNY handles sanitation and waste issues. If the conditions meet the legal threshold for a code breach, the assigned agency issues a violation notice, order to correct, or summons. Complaints can be filed anonymously, and follow-up tracking is available through the 311 portal using a service request number.
311 does not directly issue violations. It routes complaints to the appropriate agency (HPD, DOB, FDNY, DSNY), which then conducts inspections and issues violations if warranted. DOB violations can result in civil penalties ranging from hundreds to tens of thousands of dollars depending on severity. HPD violations are classified as Class A (non-hazardous), Class B (hazardous), or Class C (immediately hazardous).
