Under Troutdale Municipal Code Ch. 13.20, city parks are open daily 8:00 a.m. to 9:00 p.m. from April through September and 8:00 a.m. to 6:00 p.m. from October through March. Outside those hours the park is closed and any person present is subject to ejection by parks staff or police.
TMC Ch. 13.20 (Parks and Recreation) sets seasonal park hours and authorizes Troutdale Parks Department and the Police Department to eject any person violating park rules. Summer hours (April-September) are 8:00 a.m. to 9:00 p.m.; winter hours (October-March) are 8:00 a.m. to 6:00 p.m. The director may modify hours for unusual circumstances or emergencies. TMC 13.20 also restricts dogs to designated pet areas, bans alcohol except by event permit under TMC 13.20.080/13.20.190, and prohibits excessive amplified or nonverbal noise. Minors in parks after the posted closure are still subject to the Oregon midnight curfew under ORS 419C.680.
Persons in a park after hours may be ejected under TMC 13.20 with a minimum 30-day exclusion. Repeat offenders may be excluded for up to twelve (12) months. Citations are issued by police.
