Unincorporated San Diego County has no cryptocurrency-mining ordinance. A commercial crypto-mining facility is regulated like a data center - Major Impact Services and Utilities requiring a Major Use Permit - and must meet the same noise limits under Sec. 36.404.
The County Zoning Ordinance contains no crypto-mining, bitcoin, or blockchain use category. A warehouse of mining rigs generates the same heat, power draw, and noise as a data center, so it is reviewed as "Major Impact Services and Utilities" and requires a discretionary Major Use Permit in an industrial zone such as M52, M54, or M58, with CEQA review of power and water demand. Continuous noise from mining and cooling equipment must stay within the Sec. 36.404 limits - 70 dB(A) in industrial zones, and 50 dB(A) day / 45 dB(A) night where it reaches homes. Small home-based mining is treated as ordinary residential use subject to those noise limits.
There are no crypto-specific penalties. A commercial mining facility without a Major Use Permit is a zoning violation, and noise over the Sec. 36.404 limits is enforced by the County against the responsible property.
